Building the Community-Controlled Sector


Priority Reform 2 aims to establish formal Aboriginal and Torres Strait Islander community-controlled service sectors to effectively administer Closing the Gap services. The ultimate goal is to create a robust and enduring sector capable of delivering tailored services that meet the diverse needs of Indigenous communities nationwide. This reform seeks to promote empowerment, self-determination, and cultural responsiveness within service provision, advancing the overarching objectives of the Closing the Gap agenda.

Implementation of Priority Reform 2 involves a commitment from the Parties to the National Agreement to develop formal community-controlled sectors. Recognising the effectiveness of community-controlled services in meeting Indigenous needs and achieving better outcomes, Priority Reform 2 gained significant support during the 2019 engagements.

Key to this implementation are Sector Strengthening Plans outlined in Clause 49 of the National Agreement. These plans identify sectors for joint national strengthening efforts every three years, with initial focus areas including Early Childhood Care and Development, Health, Housing, and Disability. These plans align with the robust community-controlled sector elements outlined in the National Agreement, emphasising capacity building, investment, Indigenous workforce development, governance, policy development, and funding models.

Through the execution of sector strengthening plans, NSW CAPO and its partners aim to bolster the Aboriginal and Torres Strait Islander community-controlled sector, ensuring its ability to deliver high-quality services aligned with the cultural values and aspirations of Indigenous communities across Australia.
